Learn how to immigrate to Canada without a job offer from a Canadian employer and without Canadian work experience

Foreign skilled workers with qualified experience, language skills and education who wish to live permanently in the Province of Ontario can apply for the Express Entry Human Capital Priorities (HCP) Stream under the Ontario Immigrant Nominee Program (OINP).

You do not need a job offer from a Canadian employer to apply for this Program.
Before applying for the HCP, the applicant needs to apply for the Federal Express Entry in of these categories: Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC).
The CEC is the Federal Express Entry stream for those with at least 1 year of qualified work experience in Canada. If you do not have Canadian work experience, see on our previous post the requirements to apply for the FSWP.
On the application for FSWP or CEC, the applicant who plans to live in Ontario must select “Ontario” or “All Provinces and Territories” as preferable provinces to immigrate.
The Province of Ontario will search for candidates with active Express Entry profile on the FSWP or CEC categories. Candidates will be selected based on the Province’s target and priorities.
Selected candidates will receive a Notification of Interest (NOI) from the Province of Ontario.
Upon receiving the NOI, applicants have up to 45 calendar days to apply for the OINP and submit all supporting documents. All documents must be in English or French or translated by a certified translator.
Approved applicants will receive a Nomination Letter and an OINP Certificate of Nomination. Those who accept the nomination will get additional 600 points on their Express Entry Comprehensive Ranking System (CRS) Score and will receive an Invitation to Apply (ITA) for permanent residency from Immigration, Refugees, and Citizenship Canada (IRCC) in the next round of invitations.
The latest NOI issued by the Province of Ontario (August 26, 2020) through the Human Capital Priorities Stream targeted candidates with a CRS score between 466 and 475, and work experience in the NOC codes 0111, 0124, 0601, 1111, 1114, 1122, 3012, 3124, and 3132. CRS score and NOC codes may vary according to the Province’s target and priorities.
